Going to bed now, but thinking about a lot of his dialogue, he carefully avoids some topics and pulls some conversational sleight-of-hand here and there, but I think that literally everything he does say to you may well be the truth. Sans referencing Gaster's doomed time-fuckery when passing judgment on the genocidal child that's erasing his world in the most direct and violent manner possible would definitely make sense in context. Depending on your choices you can be a reflection of pretty much everyone you meet, or of someone they care about. It still fits with things being as they are, but another repeating trope in the game is the player's actions reminding NPCs of people they know.
I mean, I guess that's kind of a success, and there's nothing flat out stating that there were initially more, but Sans' talk about the anomaly manipulating timelines would make much more sense if there were multiple slots to play with at some point. He hosed up badly enough that a) he corrupted his own "file" to the point that you can't even get to him without breaking the fourth wall, and b) he corrupted the nature of the world to the point that there's only a single save slot available for humans to manipulate. Specifically, he was attempting to replicate the human ability to SAVE/LOAD and generate multiple timelines. He was probably running under the same mandate as Alphys: find a way to break or sidestep the barrier. The job description itself is kind of damning, it's either human tech espionage specialist or ten pounds of hubris in an eight pound bag, or both. We're talking about a kingdom of magic monsters here - the position isn't royal vizier or royal wizard, it's royal scientist. Is it possible that when Sans talks about "knowing your type", someone who's "never satisfied" someone who thinks because they "can", they "have to", he's referring to Gaster?
